Can't get FPS up

Had to change my rig and ET just simply refuses to run properly..
FPS is a steady 85 as per my com_maxfps when there's no players in view.
As soon as there's a guy or two, FPS drops to ~10.
So whatta hell?! I used to have nVidia cards before.
Tried all the cvar tweaks I could find but apparently not the correct one.
The rig is:
i5 @ 3,3 GHz
Asus P8P67-M B3
Radeon HD 6950 / 2GB
16GB RAM
All HD's SSD
So it definitely should run.. Any hints?

Personally I tought for long time that my PC was the problem , but it isn't .
Since two weeks I got a new internet connection (from 1Mbps to 3Mbps) , and now I have a very nice FPS ( 85 allways) . Before I had MAX 25 Fps constant.
So maybe check your connection , because your PC is a beast pc

i am not expert in this things got a Gforce 240gt had problem with fps too had about 20 fps with driver changed driver problem solved cabed at 76 and its constant since changed some drivers makes problem with ET because bevore change with other games no problem rigs for old man

Uh, who would've figured I found the solution right after posting here.
It's about ATI GPU's in ET and other Q3 based engines: You have to use r_primitives = "2".
The default is 0 I believe.
From ~10fps to steady 125fps in a heartbeat.. ^__^

I had same problem bro couple of weeks ago due to windows reinstall. ET just wouldnt run steady and fps was like wtf.
I couldnt really find a solution and there step in my dear friend gay jay..he went in my computer as Tornado and fix everything in couple of minutes.
But im glad u manage to fix it.
